Cannot install or uninstall Network components

I am running Win2k and can no longer install or uninstall
Dial-up or Lan components eg. Internet Protocol etc. In
addittion I cannot start the following services-:
(a) Remote Access Connection Manager.......error #5
(b) Remote Access Auto Connection Manager..Error #1068
(c) Routing and Remote Access..............Error..NONE.

I re-installed Windows with the same result.
