Cannot install Visio 2000

When I try to install Visio 2000 Enterprise addition on Windows XP, I
get a message saying:

"Setup has detected an earlier version of Visio on this machine. Run
setup again and change the appropriate Visio Network Equipment for
your installed Visio version."

I do not have an earlier version of Visio on this machine and have
checked with add/remove programs. No Visio.

When I run setup again as per the instruction, I drop right into the
error message again.

What am I doing wrong?
