Cannot instantiate the client-side OLE DB provider for this page

I get this message on a web page accessing an Access data source. Have
reloaded Jet 4 SP8, MDAC 2.8 and MS Project 2003 (which is what the KB
articles I've see recommend). Still get the same message. Anyone ever seen
this or know of a work-around?
