CANNOT LAUNCH OUTLOOK 2003

I cannot launch Outlook 2003. In order to get anywhere, I have to click on
"Cancel Server Request" and I receive the following message:

"Unable to open your default e-mail folders, The file C:\Documents and
Settings\(my computer name)\Local Settings\Application
Data\Microsoft\Outlook\outlook.ost is not an offline folder file."
It is v annoying and I need to make Outlook open. Can anyone help me? I
have tried to restart the system and this does not work.

As well as a new Profile, when you add the email accounts you want pop3
accounts
You will need your pop3 and smtp server addressess
These are supplied by your ISP - internet service provider
Together with your isp username and login
