Cannot locate the file ZF561407.cab

When attempting to install Office 2003 SP1 it cannot find the file
ZF561407.cab even when putting in my MS Office 2003 installation CD as its
not on that either. I have to cancel the installation at this point. Does
anyone know how to fix this?
