Cannot Open Enterprise Global Template

In Project Professional 2003 connected to Project Server 2003, I am
trying to open the enterprise global template. I get the message,
"Cannot open the enterprise global template. You do not have permission
to edit the enterprise global template." This used to work, and using
the admin functions in Project Server Web access I have every
conceivable permission. The enterprise global template is not checked
out. I am only a member of the Administrators group.

Dear MJB930

Check the account settings in Project Professional from Tools ->
Enterprise Options -> Project Server Account. See what account is
mentioned there. If you are using windows authentication please make
sure you part of the administrative groups. This may be cuased by
wrong name mentioned in connection to Project server from Project
professional.

The account that Project Professional connects with is in the
Administrator group on Project Server, and that group only.
