Cannot open enterprise global template.

I started receiving this error message:
"Cannot open the enterprise global template. You do not have permission to
edit the enterprise global template."

I have confirmed the following:
Still have admin rights through PWA (using Windows Authentication) and
this includes reading and saving the global template.
The Enterprise Global file does not show up in the data grid in Manager
Enterprise features.
I am a member of all groups, but none of the other groups are set to
"Deny". They are either "Allow" or blank for both. (I tried removing myself
from the other groups, but it didn’t make a difference)
No changes were made to my login, the AD groups or PWA security prior
to this message appearing.

Could it be that it is somehow locked? If so, is there an over-ride for
getting it checked back in?

DocO,

One of your groups in throwing off your permissions. Remove yourself from
all groups, reassign yourself to Admin group. Log off/on.

OK, still a no-go. Here's what I did:
Had access to all groups, categories and global permissions (ALL set to
Allow).
1) removed all groups (logged out/in w/no change in client access to global)
2) removed all categories (logged out/in w/no change in client access to
global)
Global permissions are all set to allow.

3) added back the Admin group (logged out/in w/no change in client access to
global)
4) added back the categories, but didn't set any allow/deny at that level
(logged out/in w/no change in client access to global).

As a followup, I created a brand new PS only account. I assigned it ONLY to
the Administrators group, no categories, ALLOW for all permissions. I then
made this my default log in for Professional, closed the client and
re-opened. This did not work, either.

Thanks for the link! I took a look and I actually belong to 3 groups:
Administrators, Organization and User. Only Administrators and User list
"Save Enterprise Global" and they are both set to "Yes".
