cannot open exe file in outlook 2000

At first Outlook 2000 wont let me see the .exe attachment.
Now I can see it but it wont allow me to run it: error
message says: "Q721348.EXE IS NOT A VALID WIN32
APPLICATION" yet I have received this file from Microsoft
itself as part of the final security update for Outlook
2000.

Can anyone help please.
