Cannot open file from location in Excel 2007

Using RTM Excel 2007 on Windows Vista RTM

If I try to open an excel spreadsheet from either Outlook 2007 or from the
explorer, excel starts up but then says it cannot open the file.

If I use the file open in excel to open the same file, no problem.

This used to work, but obvioulsy some setting has messed it up.
