Cannot open publisher 2003 docs with Publisher 2007

I cannot open a document created with Publisher 2003 on my computer that has
only Publisher 2007 installed. I get the simple message "Publisher cannot
open file." When I use the original computer, it will open. I am trying to
get this to someone else who only has Publisher 2007 on their computer.
