Cannot open received jpeg attachments emailed in outlook express

Hello,
I'm using Windows XP, and outlook express 2003. Every attached jpg I receiv
in outlook express, I cannot view with Microsoft Picture viewer... it shows as
box with a red x. I've already looked at my security features and nothing i
blocked from opening. Any suggestions?
