cannot open tools in word 2003 all of a sudden

All of a sudden I cannot open tools in word 2003 everything else works.
the microsoft has encountered a problem error occurs.
I tried the repair feature, put my disc in put it says I am missing
PA561401.cab.

Try deleting the Word data key as described in
http://www.word.mvps.org/FAQs/AppErrors/MissingMenusEtc.htm ,
except that the Word 2003 data key will be at
\\HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Word\Data .

Thanks, I tried that it didnt work. but if I do the run: winword /a tools
works in there.

That points to a corrupt registry key, corrupt normal.dot or incompatible
third party add-in.
