Cannot permanently remove formatting toolbar

In Outlook 2003 mail send I have the formatting toolbar visible. This then
hides other icons e.g. attach. I can use tools/customise to remove the
formatting bar but this does not stick and on opening a new send mail the
formatting bar has returned.

How do I permanently remove it?

Brian,

The native Outlook email send editor page. I do not use HTML.

does it stick if you r-click on a toolbar and remove the checkmark (to hide
it)? If not, you can't control if it shows but you might be able to move it.

Diane,

Again, I can untick it compose, select an attachment then send. On then
sending a further email the formatting toolbar is back. grrrrr! However
I have managed to move it so that I can see the attach icon. Looks like
Outlook is trying to tempt me to use HTML
