Cannot publish any projects, all fail at 29% in the queue, please

I'm not sure why we have so many problems with this thing, but we can no
longer publish projects. If I open them in MS Project and publish, I get the
error listed below. All projects fail at 29% as shown in the queue.

When I try to close and check in the project afterwards, I generally get an
error on check-in as well.

Any help would be greatly appreciated.
