Cannot publish project information to Project server

Hi,

When I try to publish a project to project server 2002
using project server 2002 pro. I go the following error
from project spooler:
Project Server Spooler Error (0x8C040028)

I had searched the MS's KB and I know that this problem
is related to permission thing, can I still can't figure
out what's happening, can anyone give me some hints on
this?

my network and machine config as follow:
Project server
IIS 6.0
Windows integrated Authentication (cannot change,
although if anonymous is enabled i can publish project to
project server)
a member of a windows 2000 domain
project server authentication using windows
authentication ( cannot change due to corporate policy )

Client machine
standalone workstation running in workgroup ( i think
that's the problem)
