Cannot publish project to Project Server 2003

Somehow we cannot publish project as Enterprise Project to Project Server.

We have followed the instructions as posted on this newsgroup.

1. Launch Microsoft Project Professional
2. Click Tools - Enterprise Options - Microsoft Office Project Server
Accounts
3. In the dialog, click the Add button
4. Enter a Name for the account and the URL for your Project Server
5. Click the Test Connection button to confirm a valid Project Server
connection
6. Select the "Set as default account" option and then click OK
7. Select the "Manually control connection state" option and then click OK
8. Close Microsoft Project Professional and then relaunch the software
9. In the Project Server Accounts dialog, make sure your new account is
selected and then click the Connect button
10. Then go to Tools, Enterprise Options - Import Project to Enterprise.

Client workstation is using Proj Pro 2003.
On the server side, we double checked the users account to make sure they
have "Project Manager" permission set.

Are we missing something here?

What happens when the user attempts to import the project? What happens
when the user attempts to publish the project? Let us know.

Dale,

It says:

You are trying to publish a non-enterprise project to project server.
The security settings on the server do not allow you to publish
non-enterprise projects.

The error message indicates that the user has not imported the project to
the Project Server database. A non-enterprise project is any project saved
as an .mpp file. Has the user created a login account in Microsoft Project
Professional, and can you confirm that the user is actually logging into
Project Server through Microsoft Project Professional using this account?
Let us know.

How do I check if the user can log on to the server, by going to Account
Properties?
Account Name:
Project Server URL:
When Connecting
Use Windows User Account
Use a Project Server Account

I selected the Use Windows user Account.
Hit the Test Connection, no error message appeared.

You are right Dale, the user did not import project the project to project
server yet.
After he did that, now we can see the project in Project Web Access.

On the first page of the dialog, make sure the user has selected the
"Manually control connection state" option. Then have the user close
Microsoft Project and then relaunch the software. He/she should select
their new user account and click the Connect button. Hope this helps.
