Cannot publish project

'Hello,

I've recently installed Project Server 2003. I can save projects and they
show up in Web Access with the message in 'View A Project": "There is no
information to display in this view. Either the project manager has not
published the project plan or there is no information in the project plan to
display."

I cannot publish a project as I receive a spooler error (0x80004005). I've
added modify control to Everyone in the DROPVIEW folder. Each time I try to
publish about 18 errors show up in the Application Log - none of them are
(0x80004005), which seems a bit odd. Here's a few:

The user is listed as "NT AUTHORITY\LOCAL SERVICE" -- does this user need
permissions on the database?
