Cannot Publish Projects

For some reason, I cannot publish projects to my Project Server anymore. It
was working before I installed the latest Project Server service pack. My
SQL Server is SQL Server 2000 SP 3a. My Project Server is MSPS 2003 and all
service packs have been installed.

Following are the error messages that I pulled from my event log:

I opened an MSDN problem report and found out that I didn't completely follow
the instructions when applying the last service pack. I failed to upgrade my
project server database using the upgdb111.cmd utility.

I have the same problem, I have tried to locate the upgdb111.cmd utility but
cant find it.

Anybody know where it's located?

Did you ever fix this problem? I am having it now.

BTW, the cmd file is in PROJECTSERVER2003-KB837241-SQLFILE-ENU.EXE, in the
SP1 update for SQL Server.
