Cannot publish to the web with publisher 2003

I have been using Publisher 2003 for over a year without any problems. Today
when I attempted to upload my revised web page using "Publish to the Web" it
took me to a save function instead of to the normal upload page. I have tried
everything I can thin of and have checked the questions on previous problems
but none seem to cover this. I tried the web publishing wizard also and found
a message that siad I was not Front Page enabled. This is the first time I
have had such a problem. Can you help me.
