Cannot Publish to wwwroot?

Cannot Publish to C:\inetpub\wwwroot

Several weeks ago I was suddenly not able to publish my FP2003 source
directory to C:\inetpub\wwwroot from my working HD on the same system -- box
details are as follows:

System:
-- Big dual processor XP box with lots of HD ( 1 terabyte over 4 drives) and


RAM (4 GB) and fast (2.4 GHz) Xeon CPUs
-- FP2003 & FPE2
-- "Clean" software with auto Windows update every week, antivirus scans,
etc.,
etc.

Problem Trail:
-- Year ago: Lost hit counter update function (a component of FPE2?)
-- Present problem details (month ago):
-- Lost contact between FP2003, IP7 and FF2 with localhost & IP 127.0.0.1
(ping and ftp from a DOS window OK...config file OK)
-- Attempt to publish to localhost...fails, can't find
-- Direct publish to my host IP (DNS or either router or redirected to XP
box)
results in an endless loop requesting username (admin id) and password.
-- All settings in the IIS 5 snap-in seem correct (e.g., let IIS control
PW,
etc.)
-- Testing in FPE2 snap-in results in "no problems."

Temporary Fix:
-- Open and edit/add content directly to C:\inetpub\wwwroot with FP2003
-- Downside: locks external access to my website during editing/update

Questions:
-- Can I simply "copy" from my working/development site directory produced
by
FP2003 (let's say it's on drive E:) to wwwroot instead of publishing?

Suspicions:
-- I suspect FPE2 is corrupt.
-- Can I uninstall and reinstall FPE3 without loss of present content on my

development drive or wwwroot?
-- The MS KB database addressing these problems is totally useless.

Publishing to C:\inetpub\wwwroot is publishing to a disc based web location
C:\inetpub\wwwroot should be accessed or published to by http://localhost as a server based web

Open the IIS MMC and run a Server Health check on the FP SE
- or use
http://localhost/_vti_bin/_vti_adm/fpadmdll.dll?page=webadmin.htm

If running IE7 add http://localhost to your Trusted Sites in IE

Thanks for the reply.
With the exception of adding localhost to my IE7 trusted sites, I had
already taken the actions you suggested, as noted in my original post.
However, on re-reading it, I may have said something confusing. When I said
"wwwroot," I was actually speaking of "localhost," because that's where the
directory resides. I used that terminology to make clear my "remote server"
is not actually "remote" (e.g., at an ISP), but sits in wwwroot on my
C-drive. When I attempt to publish (now and in the past) my site with
FP2003, I set the radio button "remote web server type" to "FrontPage of
SharePoint Services" and the "remote web site location" to
"http://localhost." The error message is "unable to open http://localhost,"
with a complaint that FPSE may not be installed...but it is. Up until a
couple of weeks ago, everything worked fine (except the hit counter). The
only way I can "reach" localhost is by DOS console commands ping or ftp. The
hosts file in windows\system32\drivers\etc assigns 127.0.0.1 to localhost
correctly, yet IE7 and FF2 give 404-like errors.
