Cannot receive Task Request Form, get mail attachment instead

I am utterly baffled on this; here's the situation
Using Outlook98 (or Outlook 2000), when I try to send someone an Outlook Task Request, it looks fine from my end including from my outbox, but when users receive the request, it is no longer a Task Form but is just a regular email with an attached message. There are no "Accept" or "Decline" buttons or even those choices in the "Actions" menu. It does this even with Outlook set for using plain text only (no HTML or RTF) both on the sending and receiving end. Does anyone have an idea on this? Thanks in advance for any help anyone can provide

Sending plain text only is a sure way to kill any possibility of sending a task item. Make sure the recipient's address is marked for rich text, not plain text.

I have also tried RTF as well as HTML, but was trying "Plain Text" per a
Microsoft KB article: 278061. None of them seem to help.

The instructions in 278061 are not relevant to this issue. The user's default mail format has no effect on how task requests are sent.

For a task request to go through, the recipient's address needs to be marked for rich-text (see http://www.slipstick.com/dev/sendform.htm) and both your server and the recipient's server need to leave the RTF content alone. Most servers do leave the RTF content (an attachment named Winmail.dat) alone, but some may strip it. If you have access to another mail account, you can test by sending to yourself there.
