Cannot Run a Saved Import of XML if a Transform is applied

I can create a Saved Import spec for an XML file and it runs fine. However,
if I specify that an XSLT transform as applied, the Saved Import spec seems
to be saved OK, but when I run it I get an error: "The specification failed
to execute. Try recreating the specification."

I have stripped this down to a very simple case and the problem seems to be
solid. Can anyone help?
