Cannot run MsiExe'.

I am in the process of upgrading from Office 97 to Office
XP. When the MS Toolbar goes to launch this is the error
that I receive 'Cannot run MsiExe'. The toolbar existed
before the upgrade, and it is sporatic and is happening
here and there. Any suggestions?
