Cannot Save, Cannot Publish from Server

Something has happened that when we try to save or publish from MS
Project Server, it shows that these are occuring but the percentage
never increases on the progression and nothing happens. Changes can
be made to the project, but never saved or published. When closing
the project, it appears to check-in fine, but then we must do a force
check-in (or clean up cache) to be able to open it again.

Any suggestions on why it is not saving changes or publisiing?

We are using MS Project Server 2007 with SR1.

Is this happening on all plans for all PMs? Does it happen only for one user
or one plan? This could indicate corruption in the plan itself or a system
problem.

A complete system failure like that usually indicates that something
changed. Can you think of any possibilities? Any patches added to the
server? Network changes? What is happening in the queue? Are there jobs
stuck in the getting enqueued state? Have you looked at the application
event logs or the ULS logs?

Nothing has changed that we are aware of. However, this same issue
happened about two weeks ago, and a server reboot solved it. We have
looked at the event logs, which had unrelated errors and these were
resolved. Server was rebooted but we still experince the same issue.
Jobs are only getting stuck in the queue if we try to publish or
save. We can checkin and out as long as we don't try either activity
- however, since we can't save, the changes are lost.
