Cannot see a Resource in Project Server Web Access (PS2002)

I think this is a "simple" problem, but I can't see any documentation
anywhere about it.

I have users that I can see in the "Manage users and groups" area of
the Admin section of Project server but cannot see them in the
"Resources" view.

Does anyone know what "switch" I'm not setting?
