Cannot see Master Page

When I use MS Explorer I can see my master page but with Netscape, Mozilla Firefox, and other browsers I cannot see the master page.

In addition, with the other browsers I cannot link to other pages in the site. I get 530 user anonymous access denied.

What's up with that?

Are you aware that the Masterpage is not supported for web use in Publisher.

There is no web page generated of the master page.

I am not sure what you are referring to when you say there is no web page
generated with the master page.
pistulka.com is my website and the left hand side of each page is a master
page. It has been working for over four years as long as the browser is MS
Explorer. It is only with non-MS browsers that the master page is missing.

If you have two pages in the publisher web document and a master page and
you save as web you get 2 web pages, not 3. Your question implies that the
master page is generated as a web page entity. It is not. The content on the
master page is merged into the pages of the web document.
I recommend against the use of a master page in versions 2002 and 2003. It's
been covered many times in this forum so I'll not go into it again now.
As for your rephrased question in this post.... Pub 2002 and 2003 by design
are IE specific. There is no guarentee of the support in non IE broswers.
Again that topic is well covered here.
But, that said, I noted you are apparently using 2002 in it's native form.
That needs to be corrected asap. And doing so may very well impact the
support you are asking about.
I strongly urge you to update your 2002 to Service Pack 3. You can find the
