Cannot select Previous Level Number

We have a document that has 2 levels of numbering, Header 1 and
Header 2 that we created (not Heading 1 and Heading 2, that comes with
Word).
Everything works fine except we cannot select "Header 1" within
Previous Level Number drop down. The numbering appears like this...

1.0 Header 1 Text
1.1 Header 2 text
1.2 Header 2 text
1.3 Header 2 text
1.4 Header 2 text
2.0 Header 1 Text
1.5 Header 2 text
3.0 Header 1 Text
1.6 Header 2 text
1.7 Header 2 text

When I click the drop-down for Previous Level Number, I can see "Level
1" in the dropdown but I cannot select it. It does not hold.

Well, first of all, a header is something entirely different from a heading,
and there are excellent reasons for using the built-in heading styles
(http://www.shaunakelly.com/word/numbering/UseBuiltInHeadingStyles.html),
not least of which is the ease of setting up outline numbering. But be sure
you follow the directions inhttp://www.shaunakelly.com/word/numbering/OutlineNumbering.html, and you
should have no problem.

Thanks for your suggestion. Got it fixed.

I had to use the Built-in Heading 1 and Heading 2 instead of what we
had created Header 1 and Header 2.
