cannot send email and cannot recieve emails

I cannot recieve email or recieve emails i get this error message
Task 'pop.central.cox.net - Sending' reported error (0x8004210B) : 'The
operation timed out waiting for a response from the sending (SMTP) server. If
you continue to receive this message, contact your server administrator or
Internet service provider (ISP).'
i call my internet provider which is cox cable my email address for cox
cable is (e-mail address removed)

Are you referring to email processing in Microsoft Project Server? If not, I think you've posted to the wrong newsgroup. Please clarify.
