Cannot send mail from my OUTBOX. Unable to get reply from server.

My DSL ISP is SBCGLOBAL. E-mail generated within Office Outlook (2003) just
sits in the OUTBOX and will not transmit. The status finally times out and
error message states found the server but unable to get a reply. I have been
on the phone all day with a tech and even her supervisor. They claim problem
is not on their end after checking/changing a lot of my e-mail account
settings (including a new account). Running the detect and repair function
within Outlook gives me the following: "Error 1919. Error configuring ODBC
data source: MS Access Database, ODBC error 6: component not found in the
registry. Verify that the MS Access Database exists and that you can access
it." If I skip this, Outlook is configured, so I don't think this has
anything to do with my problem. If no one knows a solution, how to I reload
MS Office Small Business Edition 2003 (I have the discs) without losing all
my contacts and resident e-mails?

Tried the download of MDAC 2.81 SP1 which the component checker said was
proper for my system. Installation failed. Error message said not installable
in my system. Windows XP. ??????
