Cannot send messages with Outlook 2003

Microsoft Office Outlook could not sign or encrypt this message because have
no certificates which can be used to send from the e-mail address.

You can do either of the following:

Get a new digital ID to use with this account.

Use the Accounts button to send to send this message on an account for which
you have no certificates for.

How can I fix my e-mail account?

1. Get a digital certificate
or
2. Uncheck the option to send signed or encrypted mail. (Security tab on the options menu.)

I have tried it, nothing has worked.
