Cannot send, receive or move mail

Offered to help a friend of a friend and am now stuck in i don't know land.
Error message when trying to move is - "Can't move the items. The file
D/MAIL/OUTLOOK.PST has reached maximum. To reduce the amount of data in this
file, select some items no longer needed and permanently delete." Deleted
10Mb of files, no difference. archived, no diff. uninstalled, reinstalled (as
per microsoft tech support), no diff. Checked disc format (NTFS) so no that.
I'm stumped, any ideas?

With Outlook closed, run scanpst.exe against the PST file. It may have
corrupted when it became so large.

If you're using Outlook 2003 or 2007, then it's lilkely your PST is an old
format PST in use from when you had an earlier version of Outlook. The older
PST format has a 2GB size limit (and Outlook will complain a little prior to
that size). If you have older items you can delete, delete them by holding
Shift when you delete. This will bypass the Deleted Items folder.
Alternatively, convert the existing PST to a Unicode format and be done with
