Cannot set cell format

Any number entry in a cell on a new workbook has incorrect
default setting. If I input 400, it displays 4. If I
enter 4, it displays as 0.04. Something has happened to
the 'default' setting, but I see no way to set
a 'default', as you have in word for the normal.dot.

If I open existing spreadsheet, numbers show correct, but
new entries are incorrect.
I need numbers to be general for purposes of this
spreadsheet.

Any help would be greatly appreciated.

BINGO!

It is people like you that restore my faith in humanity.
The user in question swore that they made no changes to
the settings, and I did not make the connection while
looking through options.
