"Cannot start Microsoft Office Outlook" 2003 after removing admin

I have a user with Outlook 2003. I'm trying to tighten security on the
network. When I remove administrator rights from account, she can't open
Outlook. If I give her back admin rights she can open it. She is connected
to an Exchange Server 2007 (no PST files - I removed her local Archive.pst
file - didn't help).

Any thoughts?

What is the exact error in full?
How was Outlook installed on this system?
A repair or reinstall of Office via an administrator account should fix this
unless there are addins installed that are only able to run with
administrator privileges

The error is: "Microsoft Office Outlook Cannot Start"

I don't know for sure how it was installed because I inherited the
situation. Do you think a re-install is necessary given that it works great
as long as admin rights are present? Can you tell me the exact folder to
check on her machine for errant add-ins? I can search her hard drive
remotely and change her registry if necessary. Actually logging is more
problematic.

No, there is no way to resolve this without re-install. Apparently it has
been deployed for the admin group only.

Some (but not all) addins are exposed in;
HKCU\Software\Microsoft\Office\Outlook\Addins
And
HKLM\Software\Microsoft\Office\Outlook\Addins
