Cannot start Microsoft Office Outlook

I have recently re-installed Microsoft Office 2003:

"Cannot start Microsoft Office Outlook. Unable to open the Outlook window.
The set of folders could not be opened
Any ideas of how to fix?
Knowledge base talks about a network install fix will this work on a pc
