Cannot Start Microsoft Office Outlook

I get the following:
"Cannot start Miocrosoft Office Outlook. Unable to open the Outlook Window.
The set of folders could not be opened. The server is not available. Contact
your administrator if the condition persists."
I began having this problem and getting this message after I attempted
unsuccessfully to download and install the office update for filtering junk
email, KB870765.
I am using Microsoft Windows XP Professional SP2.
What's wrong?
