Cannot start Microsoft Outlook

I installed Office XP over Office 97 and Outlook 98 and now get the error
message "Cannot start Microsoft Outlook. Outlook requires Microsoft Outlook
Express 4.01 or greater...
I have Outlook Express 6 and have uninstalled and reinstalled it along with
Office XP and used the /safe switch. Anyone have the fix?
