Cannot start MS Outlook

when i open MS Outlook XP i get the following message:
cannot start Microsoft Outlook. Unable to display the
selected folder or item. file access is denied. you do
not have the permission required to access the file
c:\documents and Settings\administrator\local
settings\application data\microsoft\outlook\outlook.pst.
how do i fix this? this is an urgent concern.

are you sure the file is still there? Make sure you've
got Full Control on the file (or at least write/modify).
Also make sure that nobody else has the file open or a
program (restart to make sure).

if this doesn't help run scanpst.exe on the file to check
it for errors.
