Cannot Start Outlook

I cannot start my Outlook. It keeps giving me an error message.

"Cannot start Microsoft Outlook. Unable to open the Outlook window. The
set of folders could not be opened. The server is not available. Contact
your administratoor if this condition persists".

I am not on a network.

Please help!!!

Creaet a new mail profile under Control Panel->MAil Icon.
