I have several users who are experiencing the same problem.
Our server died and we restored from backup. Apparently the Exchange backup
was "brick-level" rather than Information store. As a result, the metadata
is missing linking the users cached data with the data on the server. When
the users open Outlook, they receive a message stating that Exchange is in
"Recovery Mode". We determined that the solution to this message was to
create a new profile for the user and point it to their Exchange mailbox.
For most of the users, this solution works fine. I have a handful of users
however that are unable to synchronize.
When these users open Outlook after creating the new profile, a message pops
up indicating this is the first time that this profile has been used and it
indicates it is synchronizing files. After awhile though all the folders
still say folder is not updated and there is nothing in any of the folders.
In the SyncIssues folder, there are messages showing errors.
Here is an example:
Synchronizer Version 11.0.6352
Synchronizing Mailbox 'username'
Synchronizing Hierarchy
17 folder(s) added to offline store
4 folder(s) updated in offline store
Terminated in error

This link, however, deals with Outlook 2000 and I can not find these
solutions applying to 2003.
My current workaround is to allow these users to use their old profiles, but
they want to eliminate the message popping up telling them that Exchange is
in "recovery Mode"
