cannot Turn off Send in account options

Too much sending

I have two accounts and want one to send and receive the other to receive
only. When I uncheck the send button for that account and close out the
window it re-checks the send. Then I do a send / receive and have to
manually close it because Outlook is trying to send nothing to the second
account. How can I keep it off?
