Cannot use Open in Office (2002)

After installing the latest security updates, I cannot access "Open" in
Office applications (Word, Excel, PowerPoint). I have disabled the Norton
Office plug-in, to no avail. I have used System Restore to get back to a
previous state and that is OK, but the Automatic Download brings back the
various security updates and here I go again... Can you help?
