In-line shapes behave like characters and you would be able to use that
method to select them. The other kind of shapes are 'floating' shapes and
are anchored to a particular paragraph. You can change 'floating' shapes to
in-line shapes. Did you try using the object browser in the lower right of
all document windows ( below vertical scrollbar ) and browse for graphics?

Cannot use [Shift] or [Ctrl] & arrow to select > 1 shape.
