Cannot view code or write vbscript

We currently have Windows 2003, Office XP, and Outlook 2003 installed. Our
terms will not allow any scripting to take place. Any ideas on why? If we
go to an admin account, it will work, but wants to install everytime. Even
if we create the scripting on the account the publish the form, if you access
it from a term, it will not allow you to use the form correctly and asks to
contact an administrator. Also, even if you try to view code from the design
screen in outlook 2003, it won't let you write code. (We are trying to design
forms though vbscript this way). Maybe a patch of some sort? I thank you in
advance for any help.

Sorry, it should be Windows 2003, Office XP, and OUTLOOK XP / Outlook 2002.

One more bit of information, we have terminal services running on Cytrix.
