Cannot view documents, issues and risks

I have been working with Project server for all of three days and my company
has been experiencing issues with their Project 2003 server and PWA.

When a user opens PWA (including the administrator) he cannot view
documents, issues or risks. An example:

In PWA:
Click Documents
Click the Project Name
Click the document library you want to view
Get an "The Page cannot be displayed" error.

The same thing occurs when trying to view issues and risks.

I have tried to manage Windows SharePoint Services
Click Save Changes (as I've been told that this will synchronize the
document data)
and for one brief shining moment yesterday, I was able to view documents
issues and risks, but this morning I am back to the same problem as before.

When attempting to save changes in Windows SharePoint services, I get a
message that reads: Verify that the web server is properly extended with
Windows SharePoint services.

What kind of advice can you provide?

Are the users using the PWA authenticated to the Domain? if they are, you
might have an installation issue. Can you verify whether the Sharepoint
sites are being created? You should see a Sharepoint site for every Project
created on the Server.

I'm not sure how to find that out at the moment, but I think I might have an
SQL database issue. I am seeing all kinds of errors from WSS telling me that
it cannot connect to the database.

Can you log on to the SQL Server and view the Activity Log through the
Enterprise Manager? Another option is to use the Manage my computer on the
server and view the event logs.
Typcially when you are able to access project data via the PWA, but not WSS
managed data such as documents, issues, risks, the problem is related to WSS
and SQL Server. Could have something to do with Permissions and the need to
run the PSCOMM+ tool. You might want to use the Admin function of the PWA,
select Manage Windows Sharepoint Services, and review the settings on that
page. When I recieve problem reports similar to this I often will first
attempt to access the WSS site directly, using the URL associated with the
project. If I can access the website and view the various lists, i.e.
documents, issues and risks I have isolated the problem to Project Server
having a problem connecting to WSS, as opposed to WSS and SQL Server having
problems.

Debbie:

What type of account are you using for the WSS PSCom+ object? Is this
account allowed to run as a service. If you're able to get things running
and the next day it's broken, it's likely to be the application of security
policies causing the problem. This is the sort of thing that network admins
set to run once a day.
