Cannot view email attachment from other users in History in BCM200

When viewing emails in History, we need the ability to see the attachments to
those emails from all users

One user will receive and respond to an email from a client. It will be
listed in Account History. However, others in the organization need to see
the attachments. These attachments are not visible in History.

We are using BCM2007 and SBS2003 R2 fully updated.

Is BCM the correct product for storing all emails as well as attachments or
do we need to consider other technologies.
