Cannot View Projects

The problem being when certain users are attempting to view projects via the
Client or Web Interface, they cannot see certain projects.

We have an organization structured RBS code like this sample:

Dept Manager – able to view all projects for their department
Group Manager – able to view all projects being managed by their assigned
resources (one level down)
Project Manger – able to view only their specific projects.

By our structure design, we have five different departments. Within the
five departments, each Dept Manager has been assigned the highest level of
viewing permissions. They should be able to see all projects under him but
cannot, he can see some but not all. The ones they can see are ones they
have been assigned as a resource. They want to view all projects for their
specific area. Additionally, two users with the same structure / permissions
in one department are still able to see all the projects. We have view and
compared structure / permissions on these two individuals to the ones that
are unable to see and there is no difference. Can anyone give us some
direction as to what the issue may be? All the projects have been published
to the MSProject server and exist.

There's more to getting this working than just setting the RBS values.
Groups and categories must be setup with corresponding permissions. What did
you do in this area?
