Can't access Header

I'm modifying a Word template using Word 2002. I cannot access the header.
"Unprotect Document" is greyed-out on the Tools menu. Can anyone help?

What happens when you try to access the header? Do you see an error message?

Note that if the issue is that you cannot *see* the header, take a look at

I can see the header. "Header and Footer" is greyed out on the View menu &
"Page Setup" is greyed out on the File menu. If I try to place the cursor in
the header region by double-clicking, it jumps to the first form field.

If the document contains form fields, then it is protected for forms. But I
don't know why the Unprotect Document command would be disabled.
