Can't Access Web Site With Open Web

I have been trying to open 3 different sites from File/Open Web. When
I enter the URL I get an error message that I don't have permission to
access. I assume that, but FP never asks me for a USERID or password.
It just bombs out with the error message. Message below:

They are not my sites. I am trying to help a friend rebuild his sites
after a hard drive crash. I have the passwords, but FP doesn't ask me
for them. The sites have FP extensions installed (I was told.)
Forgot to include FP 2000, XP Pro SP2.

http://www.w7yrc.org does not have the server extensions enabled

You won't be able to open the sites that don't have the FP server extension
in FrontPage.
You should be able to open http://www.prescott104.org What's the exact
error message?

Thanks. I had not tried the middle one yet. I do get the prompt when
I attempt to do a web open. I know now that I will have to use FTP to
download the other two. I tried that with my own website and the nav
and themes didn't stay with it when I opened the index.html file. I
do publish mine with FTP. Do I have to rebuild the nav and themes
after I FTP back to the local computer?

The three sites in question are OK for now on the servers. We are
just trying to rebuild them on the local computer. When my friend
installed the new hard drive, he just copied everything over from the
bad drive. When he attempted to open the site locally he had the same
problem as I see when I download with FTP then try to open it. No nav
or themes.

If the site doesn't have the extensions, then after publishing back to your PC, you will have to
re-apply any themes, shared borders, and rebuild FP navigation.
