Can't activate Outlook; Outlook Express not working

Hi All,

I cannot activate Outlook. When I try it says, (paraphrased) "can't find
server. Can't find name." Then, in OE when I click on a link to open a
page, the page appears BEHIND OE and, to see it, I have to minimize OE to the
task bar.

Which is better to use, Outlook or OE?
