Can't add another program to Ofice 2000

When I try to add PhotoDraw, from Disk 3, the opening screen appears but locks up when I select anything. If I use the main installation disk 1, it opens in Maintenance mode, and doesn't make any changes. I'm using Office 2000 Premium original CD's with product key, SR 1A & SR 3 installed. Win 98 SE with all critical updates installed.

How can I add PhotoDraw?
